Event Objectives:

The essence of this course is the focussed look into recent regulatory changes to the Ontario Immigrant Nominee Program (OINP), how they came into effect, and what is their impact. It will be discussed how the sequence of these changes - pertaining to the launch of the new Employer Portal, possible in-person interview requirements, authority of the OINP to return applications, and changes to the education requirements for early childhood educators applying to certain streams - started on May 28, 2025, when the Honourable David Piccini, Minister of Labour, Immigration, Training and Skills Development (MLITSD) of Ontario introduced Bill C-30, the Working for Workers Seven Act, 2025. After three readings, the Bill received Royal Assent on June 26, 2025, and officially became law, bringing regulatory changes to the OINP with the goals of protecting Ontario workers and the provincial economy, and allowing the OINP to better respond to Ontario’s labour market needs. These changes came into effect on July 1, 2025, and as of July 2, 2025, all applications for the approval of employer position under the OINP Employer Job Offer streams (Employer Job Offer: Foreign Worker stream; Employer Job Offer: International Student stream; and Employer Job Offer: In-Demand Skills stream) must be submitted via an electronic Employer Portal. We will thoroughly examine these changes as they mark a substantial shift in how the province of Ontario manages its immigration pathways, particularly within the Employer Job Offer streams, with the emphases on the new electronic Employer Portal, which transitions the process from the previous an employee-led (in which employee-applicants took the lead in initiating and managing their applications) to an employer-led process (in which employers play a central role by creating and registering job offers, and submitting applications for the approval of an employment position digitally). Furthermore, it will be explained how the Employer Portal can be accessed via the OINP e-Filing Portal, and how both: employers and employee-applicant must follow this new process that also introduces the new timeline for submitting documents. Namely, once the job offer has been submitted by the employer through the employer’s account, the employee-applicant must register an expression of interest within 30 calendar days. If selected, the employee-applicant will receive an invitation to apply to the OINP. To complete the application, the employer must apply for the approval of an employment position within 14 calendar days of receipt of the invitation to apply. If the employer does not apply within 14 days, the application will be withdrawn, and the employer will need to create a new job offer to be considered for future invitations to apply. Since creating a job offer is not the same as applying to the OINP, employers can only submit an application for approval of an employment position if the employee-applicant is invited to apply to the OINP. Whereas, the employee-applicant must submit their application within 17 calendar days of receipt of the invitation to apply to the OINP. In order to better understand all these regulatory changes, this course will additionally provide a comprehensive overview of the structure of the OINP by the navigation through its 8 streams, with the special attention to the Employer Job Offer Streams.
